SUBJECT : Soviet/Cuban Propaganda
1. Attached is the paper you inquired about on Soviet
propaganda and political support for Third World insurgencies, as
prepared for OGI by It's heavy reading, but 25X1
the executive summary will give you the flavor of the larger
paper.
2. I've also included a few of our own recent papers that
deal in one way or another with the Soviet propaganda effort.
Communist Active Measures in Latin America is included in draft
but should be ready for formal dissem shortly. Also included is
a briefing paper on active measures that SOVA prepared for the
NSC. Some of the sensitive sourcing still has not been cleared
by the DO and the paper has not yet been sent out.
3. Among the papers in the planning or early drafting
stages is the one you mentioned on the Soviet propaganda
apparatus. The DO contractor participating in the project has
withdrawn, so we're now regrouping on that one with a new analyst
assigned to it. Other papers we expect to produce include:
Soviet Penetration of Third World Media.
Communist Active Measures in India.
Communist Active Measures in East Asia.

MEMORANDUM FOR: Acting Deputy Director for Intelligence
FROM: Director of Central Intelligence
SUBJECT: Soviet/Cuban Propaganda
I have discussed with Bob the analysis of Soviet and Cuban related
propaganda, disinformation and semantics as a subject of foreign intelligence.
A project has been under way for some time which I believe focuses primarily
on the Soviet propaganda apparatus. I sent a memo recently on suggested work
on semantics and other propaganda techniques. I understand that
produced some time in the recent past a
paper for DDI on the subject of Soviet propaganda and support in Third World
insurgencies. I'd be interested in seeing this and any other ongoing work
in this area.
