D. C. 20.520 FEB 2 8 1984 MEMORANDUM TO: Government Distribution List FROM: S/LPD - Otto J. Reich(',, SUBJECT: Jackson Plan Briefing Book and Revised Monthly Calendar Attached is a briefing book prepared for Administration officials who are speaking in support of the President's Central America Democracy, Peace, and Development Initiative. The book has several objectives. It can be used as a resource for information on the NBCCA Report and Administration actions. The book can also be used as the basis for speeches and responses to frequently raised questions. Finally, the book can be made available to public audiences and leadership groups that support the Administration's initiative and want to be informed about U.S. policy. The book will be updated over the next several weeks. It will be refined and made more sensitive to different audiences that are likely to raise specific questions. Your comments on how this may be accomplished would be most welcome, as well as documents that you have that would be appropriate for inclusion. This office will continue to work with State, USIA, AID, DOD, and other appropriate agencies to ensure that this book is timely, internally consistent, and responsive to the needs of outside organizations. In this way, our public diplomacy .objectives will be enhanced. Also enclosed is an updated Public Diplomacy Calendar. Please discard previous versions. Should you or your office desire additional copies of the briefing book, please contact Ms. Joy Cothran, S/LPD, Room 6253 N.S., at 632-6751.
