CASEY DIRECTOR, CENTRAL INTELLIGENCE FAITH RYAN WHITTLESEY ASSISTANT TO THE PRESIDE FOR PUBLIC LIAISON SUBJECT: The Central American Outreach Effort I would like to bring you up-to-date on our efforts to increase public awareness of Central America and to develop support for the Administration's policies in the region. Since last May, the Office of Public Liaison has conducted weekly briefings on Central America, established a Speakers' Bureau which has sent spokesmen to 150 platforms nationwide, and published a series of eight White House Digests which counter the myths about Central America. The weekly outreach briefings provide supportive business and private foundation leaders with key up-to-date information which they disseminate through their writings and speeches. The briefings feature top Administration spokesmen, as well as distinguished speakers from outside the Administration. Past speakers include the President, Dr. Henry Kissinger and Prime Minister Eugenia Charles of Dominica. A list of all featured speakers at the Wednesday meetings is attached. The Speakers' Bureau was established to respond systematically to requests for speakers on Central America. These are being received from business, professional, governmental, academic, community and religious organizations throughout the country. To date we have placed 150 speakers in 68 cities. A list of speakers placed by the Office of Public Liaison is attached. The White House _Digests are short factual papers addressing key aspects of the Central American issue. They give us the ammunition we need to counter the falsehoods and misconceptions about Central America. Copies of all Digests published so far are attached, as well as a list of the papers awaiting final clearance. Support for the President's Central American initiatives depends on the accuracy and timeliness of information the American people receive. Our effort is designed to meet that vital need.
