MEMORANDUM FOR THE RECORD
SUBJECT: Wisner Talks with Angolans in Cape Verde, January 1984
1. Deputy Assistant Secretary of State for African Affairs, Frank
Wisner, met with an Angolan delegation headed by Deputy Foreign Minister
Venancio da Moura, in Cape Verde on 19 and 20 January 1984. The Angolans had
asked for the meeting, suggested the venue and agenda. Talks centered on
South African withdrawal from Angola.
2. The Angolans agreed that if South Africa withdraws from Angola, the
Angolans will guarantee that SWAPO will not go back into the area vacated by
the South Africans. The Angolans also agreed not to reassert their
sovereignty in the area "until the dust settles" and only following subsequent
consultations with the US. The Angolans attached no conditions, tradeoffs or
any sort of linkage to UNITA for their agreement.
3. The Angolans will meet again with the US on 15 February to discuss
other issues such as:
a. Normalization of US-Angolan relations
b. Implementation of U.N. Resolution 435 on Namibia
c. Cuban reduction of forces in Angola.
4. According to Wisner, the Angolans were optimistic about the talks and
have already reported that President dos Santos approved of the agreements
reached in Cape Verde.
