provocative as advertised. Thanks for inviting my people. After
picking up bits and pieces of Bill's talk from the OC folks who
attended, I decided to accept your invitation to to
2. Bill's view of the world in the 1990s and our's differ
considerably. Bill sees the Agency served by a number of
inter-connected host or mainframe computers to which terminals
would be connected. The data communications functions as well as
the data proces jn functions appear to be primarily controlled
3. OC sees a world that includes a large number of terminals
requiring access to large mainframes or hosts. But we also must
serve a larger set of information handling needs that Bill
appears not to address in his proposed "SAFE Architecture". Even
if Bill is not addressing these needs; for example, commo for
scientific computerization, secure video and imagery
transmis sion, digital voice, word processor communications, we
must-,
4. As advised us, the trend toward end-users
exploiting data processing technology is set. Old line
.-organizations such as OC and ODP have to get with it and help
components meet their needs. Or we should stand aside and be an
observer of the action.. We in OC will not stop this process
toward exploitation of what technology offers. Nor will we force
CIA elements to stand in line waiting support provided in the
traditional and, some would say, outmoded fashion.

5. A philosophical debate would be interesting and useful at
another time. Now is the time to get on with the job. OC has
been tasked to install a value-added network (LAN or otherwise)
in the new Headquarters building and to retrofit the old
building. We have already been cautioned by management not to
think small. We have a handle on general requirements but have
been unable to get your folks to define your needs. The argument
of waiting to see what technology will offer will forever delay
acquisition of services sorely needed for you and me to meet our
