Dear Minister,
We are submitting this Brief to you as it brings to
light documents previously unpublicized in Canada
which were released under the American Freedom of
Information Act and, when read in conjunction with
taped interviews available in the Canadian National
Archives, reveal a very disturbing situation. They
concern the mind control experiments at McGill Uni-
versity in the 1950's and the far more extensive
involvement of Canadian psychiatrists and psycho-
logists than has been revealed to date.
We are aware that the Canadian government is concerned
about this matter because.of your statement. that you
are considering a suit against the U..S. Government at
the International Court in The Hague. However, the
concern expressed in the attached Brief is that the
true perpetrators of these inhuman acts have not fully
been exposed nor their true intentions made known to the
Canadian public.
These acts were done at the hands of psychiatrists and
psychologists,yet the blame for these deeds has been
shifted and laid at the feet of government,thus creating
friction between two friendly nations.
We respectfully submit that all Canadians are concerned
about the degrading and dehumanizing experiments that
have been carried on in these psychiatric'mind control'
experiments. Legislation is needed to ensure that this

never happens again and that Canadians will be pro-
tected against such brutal experiments as guaranteed
under section 7 of the Charter of Rights and Freedoms.
We additionally ask that this matter be referred to the
House of Commons Standing Committee on Justice and Legal
Affairs, or whatever Committee Parliament deems appro-
priate, for public hearings to be held across Canada
to determine the full extent of these psychiatric mind
control experiments which went on in Canada, the degree
to which different psychiatrists and psychologists were
involved, what professional associations sought funding
for these experiments, how many Canadians were affected
to date and, most importantly, to what extent present
psychiatric and psychological testing. and techniques
carry on with these earlier experiments to this day.
Guarantees are sought to ensure that such experiments
are not still going on and money is not being funneled
into research programs that would further debase
Canadian citizens.
We believe that the interest of all Canadians and the
fundamentals of justice would be well served both by
legislative guarantees and a full public inquiry.
Canadians would feel more secure in the knowledge
that such acts are no longer occurring today, nor will
they in the future, even under the guise of "treatment".
We are planning to release this Brief to the media on
February 8th but we are submitting this to you a day
early in order to afford you an opportunity to study
the Brief and make comments when asked.
