SUBJECT: National Space Strategy
We believe that the NSC Staff will use the State of the Union Address
as a mechanism to gain Presidential agreement on the thrust desired
by the NSC Staff for the National Space Strategy.
The NSC Staff has stated that they intend to draft the NSDD without
any participation by DCI or DoD staffs, and that the NSDD will be
handled on a "fast track." This implies only minimal time for the
personal review of the SecDef and DCI. No time would be available
for staff review.
By including statements in the President's State of the Union Address
that set the specific direction for the National Space Strategy, the
ability to impact on the NSDD itself becomes difficult at best.
While the President almost certainly wants to include statements
concerning space in his State of the Union Address, the need for an
NSDD coincident with the State of the Union is artificial. We have
offered to assist in the development of statements for the Address.
We have not received a response to the offer.
Recommendation
- A National Space Strategy NSDD must be developed by the departments
and agencies it would primarily affect.
Statements should not be inserted in the State of the Union Address
that decide the thrust of the National Space Strategy without your
coorainar n.

SUBJECT: PFIAB Report on the NRO
Per Ambassador McFarlane's 11 January request, written comments on
the PFIAB report were join ly dispatched by the DCI and SecDef to
Ambassador McFarlane on January.
Given the fiscal, political, and management consequences of the
recommendations contained in the report, we believe a meeting with
the President to convey your views is necessary.
Recommendation
Recommend that you discuss with the SecDef scheduling a joint meeting
with the President on the PFIAB report.
