Briefing March 20 was excellent, and I am certain
that I reflect the reaction of those present in
expressing deep appreciation for your taking the
time to share your important views with all of us.
During the course of your observations,
I commented upon the sensitivity of the sea lane
problem in the Caribbean area and its relationship
to nonfuel mineral materials of critical importance
to'the United. States.
In this regard I thought you might be
interested in a letter of recent date (copy
enclosed) from Robert C. Horton, Director of
the Bureau of Mines,.to Senator Ted Stevens
on this subject.

The following is submitted in response to your request:
o The U.S. depends upon imports for 30 percent of its petroleum
and more than 50 percent of its supplies of more than two dozen
nonfuel mineral materials of critical importance to the U.S.
economy and the national security. (Enclosures 1 and 2)
o The Soviet Union is self-sufficient for all fuel and most non-
fuel mineral materials, and in those cases where it does import
many of its sources are in the Communist sphere. (Enclosure 3)
o About 90 percent of all U.S. waterborne imports are mineral
materials, including fuels, and substantial quantities are
regularly shipped through or near Caribbean waters.
If we can be of further help, please do not-hesitate to call upon us.
