(Enclosures 1 and 2) o The Soviet Union is self-sufficient for all fuel and most non- fuel mineral materials, and in those cases where it does import many of its sources are in the Communist sphere. (Enclosure 3) o About 90 percent of all U.S. waterborne imports are mineral materials, including fuels, and substantial quantities are regularly shipped through or near Caribbean waters.
