SUBJECT: Review of the Draft 1984 Federal Strategy for
Prevention of Drug Abuse and Drug Trafficking
We have been asked to prepare the attached letter for your signature
in response to Dr. Turner's request that the DCI review the draft of the
1984 Federal Strategy for Prevention of Drug Abuse and Drug Trafficking.
The draft deals largely with domestic abuse and prevention issues, and we
have no substantive comments on those sections that deal with the foreign
objectives of the Federal Strategy. The Intelligence Community's role in
supporting these objectives is discussed briefly but accurately.

I am pleased to forward, for your review and comment, the draft
working paper which will update the 1982 Federal Strategy for
Prevention of Drug Abuse and Drug Trafficking.
The paper reflects the results of the implementation reviews
and the suggestions provided by the involved agencies. One
common observation was that the President's 1982 Strategy is
working well and the revised Strategy should reinforce, rather
than change the current approach.
The enclosed draft working paper has not been approved as official
policy. It should be treated as sensitive and must not be released
outside the designated review channels.
Please provide your comments to my office by Wednesday,
August 8, 1984. To facilitate the editing, I would appreciate
the return of one of the enclosed copies with your changes noted,
as well as any written comments you may have. The final draft
of the Strategy will be circulated again to the departments
before it is published.
