I have read those portions of the 1984 National Strategy for Prevention
of Drug Abuse and Drug Trafficking that relate to the work of the
Intelligence Community, and find these portions to be worded in an
appropriate and clear fashion. In collecting, processing and analyzing
narcotics intelligence, the Intelligence Community operates under the
authority.of the Executive Order 12333, and the draft appears consistent
with all aspects of that Order.
The Intelligence Community has made substantial gains over the past few
years in producing foreign intelligence on narcotics, and additional gains
are anticipated. The appropriate portions.of the 1984 National Strategy
have our full support and we hope will benefit from the Intelligence
Community's continuing efforts.

I have reviewed the draft of the 1984 Federal Strategy for Prevention
of Drug Abuse and Drug Trafficking. As you know, Executive Order 12333
authorizes the Intelligence Community, in accordance with law, to
collect, produce and disseminate intelligence on the foreign aspects of
narcotics production and trafficking. My review of the draft confirms
that the Intelligence Community's role in contributing to the
international objectives of the Federal Strategy is presented at a level
of detail appropriate for a document reflecting national policy guidance.
As we continue to work together in implementing aspects of the
Federal Strategy that are directed at foreign drug producing and transit
areas, please be assured of the Intelligence Community's full support.
We will continue to address all foreign dimensions of the complex
narcotics issue while ensuring that our information is shared with other
agencies responsible for implementing the Federal Strategy.

SUBJECT: No Comment Letter to Cabinet Affairs Office on the Final
Draft of a Paper Entitled "1984 National Strategy for
Prevention of Drug Abuse and Drug Trafficking"
1. The Cabinet Affairs Office has asked for comments or editorial
changes on the captioned paper. After reviewing those portions relating to
intelligence, no comment is required and a letter conveying that view is
attached for your signature.
2. During your absence in early August, a similar request came in for
comment on an earlier version of this paper, and John McMahon as Acting
Director responded with a polite no comment letter (attached).
