STAT CIA PARTICIPATION IN AND COMMITMENT TO CIRS AND
2. The IHC CIRS project is the result of a series of studies directed
toward improving information handling in the Intelligence Community. The CIA
supports the overall goals of the CIRS project, but the CIRS action plan (Refer-
ence A) leaves many management, resource and security questions unanswered.
Until such problems are resolved, CIA cannot commit to connect to CIRS. We~
will review the CIRS project, and the nature of CIA participation, annually and.
:at the completion of each CIRS implementation phase. But the Agency will not
concur in the placement of Directorate of Operations originated or derived
materilas in any CIRS data base(s) until satisfactory security controls and

procedures have been established.
3. Accordingly, CIA participation in the first CIRS planning stage avid
include providing a member to the CIRS Management Group as well as representa-
tives to the various CIRS working groups.' Although we will make every effort
to help solve the various problems hindering full implementation of a GIBS
system, our active participation in these groups does not imply an Agency
committment to participate in suceeding stages of the effort.
