Fitzwater Deputy Director for Administration SUBJECT: DCI Address 1. The latest version of your speech for employees is much better than the version you gave me on Friday. I do have some nit-picks which are at the paperclips. First, the second sentence of the second paragraph may be shortened to improve its impact. Second, page 4, first line, do you really mean "armor heavy"? Third, page 7, middle of the page please add "support" to the specialties otherwise you will have a fourth of the employees unhappy that their discipline was not included. You place emphasis on the analytical, operational, and technical areas but they would not get far without the support given them by highly capable people in this Directorate. 2. This morning I gave you my comments on Friday's draft. It appears that you have taken care of my major concerns in your latest draft. 3. I fully support the last four pages and the direction you are heading. I do caution that we do not have the flexibility that industry has, that we are tied to the rest of the government by a bureaucratic umbilical cord, and that it is difficult to turn past practices around. This is not to imply in any way that we should not try, and I am behind you and your proposed program 100%. 4.
