SUBJECT: Summary of Off-Site Conference Proceedings,
21-22 September 1984
1. Our recent off-site conference succeeded in meeting my objectives, in
large measure as a result of your personal contributions. I believe that we
examined a number of issues of critical importance to the Intelligence
Community. As a result of the conference, I believe that we have gained
greater understanding of the technical and managerial complexities confronting
the Intelligence Community on these specific issues. Our collective
discussion brought out a number of important insights which hopefully can be
carried through to implementation.
2. I hope to continue scheduling two such meetings a year to discuss
issues of both a near-term and long-term nature. I very much appreciate your
individual and collective contributions to the conference. Attached for your
information and use is a summary of the conference discussion and the actions
which I believe emerged. I have asked the Director, Intelligence Community
Staff, to follow-up on the actions assigned and provide me with periodic
reports on their status. I solicit any written comments which you would care
to make.
