The meeting was convened at 1000 hours by the Chairman, Judge William H. Webster. The Chairman stated the meeting was being held to allow the IG/CI to receive a briefing from the Director of the Office of Foreign Missions (OFM) concerning the oroaress pf that office in implementing the Foreign Missions Act (FMA) 2. The Chairman stated that before receiving the OFM briefing, he wanted to introduce one other item for discussion. The issue involved the report requested by Congress from the State Department concerning reciprocity and equivalence of Soviet and Soviet Bloc country representaion in the US with American representation in those countries. He referenced a letter from the National Security Council which had been disseminated to IG/CI members and which suggested that a coordinated Intelligence Community response be prepared addressing the State Department draft of the report. Judge Webster indicated he felt such a coordinated response would be beneficial. Mr. Kenneth deGraffenreid, NSC, stated he concurred and that the IG/CI should have input in the State paper and have an opportunity to address the issue of reciprocity. Mr. Lucian Heichler, State Department, stated the draft of the report had been provided to six agencies and that a meeting was scheduled for 1600 hours, 5 March 1984. at the State Department to discuss the draft with these agencies. Discussion was held concerning the possibility of holding the meeting early in the day due to schedule conflicts of some of the participants. Mr. Heichler stated he would see if the meeting time could be changed. Mr. John Donnelly, OSD, stated DoD had received the State Department draft and that the response was being prepared by those in DoD involved with policy rather than those involved with counterintelligence. Mr. Edward O'Malley, FBI, stated he felt a coordinated response was necessary and that, at the same time, agencies involved could provide State their individual responses to the draft. I Chief, CCIS, stated the response could be prepared by the CCIS but it would not be possible to have it completed by Monday, 5 March 1984. The IG/CI agreed that a coordinated response to the State Department draft report should be prepared by the CCIS. A "strawman" draft will be prepared and coordinated by the CCIS by 7 or 8 March 1984. 3. The Chairman then introduced Mr. James E. Nolan, Director, OFM, who stated that considerable progress had been made during the past year toward implementing the FMA. The issue of distinctive diplomatic license plates is on schedule and the first will be issued this summer. The draft of the Presidential guidelines governing the operation of the OFM has gone to the NSC. The issue of selection of future Directors and Deputy Directors of OFM has become confused. The language stating qualifications of future Directors is so limiting that only an estimated 75 current and 75 retired foreign service officers meet the requirements. Mr. O'Malley announced the next meeting of the IG/CI is scheduled to be held at 1000 hours on 15 March 1984 at FBI Headquarters. Mr. Terry Sheer Director, NATO Office of Security, will brief the group on NATO security. 5.
