SUBJECT: SIG-I Meetinq on Hostile Presence Issue
1. The SIG-I met on 27 April 1984 to address the hostile presence
recommendations from the 1083 national hostile threat assessment and counter-
measures report.
7. At our suggestion, the DCI decided to scrub the four proposed
recommendations and instead take the position as shown in the attached talkinq
paper. This approach was supported by State, FBI, and DoD. Judge Wehster did
request, however, that the STG-I obtain Presidential blessing on the principle
of reciprocity. The PCI accepted this and ran it by Ken Dam, State, who also
agreed. Judge Webster believed this would obtain a more cooperative effort
from all s in working out some viable options with which all could
agree. ~ 7
