In preparing the minutes of the IG/CI meeting of 6 September 1984 (Tab A), a brouhaha has erupted with State Department over the content of the minutes. In a memorandum to me dated 28 September 1984 (Tab B), State has non-concurred with the final minutes and distributed their version of what was said and agreed upon. State's basic objection appears to concern which options were to be deferred to a State-IG/CI Secretariat working group for rephrasing. Inter alia, State insisted that the Chairman stated, at the conclusion of the meeting, that revisions of all of the options would be made by the working group. This was not reflected in the Secretariat's minutes. Our minutes indicated that State was to meet with the working group to attempt to develop alternative language for some of the original options discussed at the IG/CI, but not to review and rewrite all of them. Certain of the options were to be reworded by the SPrratariat, taking into account suggestions LJ/~ I 2. Although we accommodated State's response to the draft as much as possible and, I believe, accurately reflected the substance of what was said, State insisted that their version of the minutes be used. When I received the 28 September memorandum, I contacted Lucian Heichler, the State Department representative, and explained that the final minutes had been sent to Judge Webster on Wednesday, 26 September, and that I could not withdraw them; however, I would and did pass on their position. I discussed the situation with Ed O'Malley, who briefed Judge Webster. I also understand that someone in State called Judge Webster on 28 September and complained to him that I would not accept State's changes to the minutes. O'Malley advised me that the Judge had read the minutes very carefully and agreed with them as written. An IG/CI meeting is scheduled for Wednesday, 17 October 1984, to review the final version of the options. In the meantime, despite a meeting I held with State representatives on 10 September to expedite preparation of the options requiring State innut_ I have been told that State cannot meet with us until 9 October. V The opportunity to review a corrected version of draft minutes before they are finalized is a courtesy to which all members of the IG/CI are entitled. As the Department of State representative, I must. protest your refusal to permit a review of the corrected draft minutes, particularly since the Department of State's views took up a substantial part of the discussion at the IG/CI meeting. The Department of State's revisions to the draft minutes were hand carried to your office on September 24 before the deadline you had set (Ref. A). We are not concerned about editorial and stylistic changes in the minutes. Nor would we challenge statements made by others at the IG/CI meeting even though your rendition of them does not accord in all instances with the extensive notes we took at the meeting. We must take exception, however, to the way in which some of my comments are reflected, and to the formulation of certain actions. We must insist, therefore, that the following corrections be incorporated into the official minutes. Copies of this memo are being circulated to all IG/CI representatives.
