EXCOM 83-016, Minutes of 18 November 1983 Meeting dated 9 December 1983 1. In keeping with the consensus arrived at in the course of the Executive Committee's review of Clandestine Technical Collection (Reference A), the Clandestine Technical Collection Panel (CTCP) is hereby disbanded. The duties of the CTCP will henceforth. be 2. The CTCP was established (Reference B) by then DDCI Carlucci in 1979 to: -- review clandestine technical collection projects that meet resource criteria, require significant interdirectorate coordination, and have a high level of political sensitivity; -- monitor CIA's involvement with other intelligence agencies' clandestine technical collection projects; and projects is brought to hear in planning new programs. 3. The recent creation of the CO/OTS/DDS&P has eliminated the need for the Panel. The Chief/CG/OTS, D/OTS, and the DDS&T should ensure that appropriate measures are taken to maintain a high degree of Agency-wide coordination on such projects. In addition, the DDS&T and DDO should obtain the earliest possible notice of the plans and programs for clandestine technical collection activities 1 _ EdRdressees SECRET D 1 - PS (CTC)
