The Science and Technology Advisory Panel (STAP) serves me as a source of independent advice and expertise on a variety of scientific, technical, and management issues. Its independence is enhanced by virtue of the fact that none of the STAP members are government employees. The Panel is composed, instead, of renowned senior scientists, executives, and other leaders from industry and academe. 2. The STAP meets quarterly in plenary session where, inter alia, formal briefings are presented, reports approved, and where I have an opportunity to consult with the Panel on substantive S&T issues. At other times the STAP members form small working groups to respond to my tasking or to participate in technical studies in support of other community officials. 3. Although I try to interact with the STAP consultants as often as time permits, much of the day-to-day tasking, coordination, and procedural guidance for the STAP's activities is developed through a steering committee of Intelligence Community officials knowledgeable of S&T requirements and issues. This body, designated the STAP Planning Group, currently consists of onal Ocalfficer the Director, Intelligence Community irSStaff; tthe he Nation for Science and Technology; the Intelligence Committee (STIC); the Chairman of the Weapon and Space Systems Intelligence Committee (WSSIC); and the Chairman, Science and Technology Advisory Panel. I believe the National Security Agency should be represented on this steering committee, and I invite you to name an NSA official to join the STAP Planning Group. 4. The Planning Group convenes several times during the three-month interval between each formal STAP plenary session. The Planning Group provides a forum where technical issues of concern to the Community can be highlighted and where a program for review of these issues by the STAP can be developed. The Planning Group also serves to facilitate STAP interaction with key S&T offices in the various intelligence agencies and assists the STAP members in coordinating their activities throughout the Community. I believe DIA participation should be formalized and upgraded, and I invite you to designate a senior S&T officer to join the STAP Planning Group. 4. The Planning Group provides a forum where technical issues of concern to the Community can be highlighted and where a program for review of these issues by the STAP can be developed. BBaackgrrou~nd: The STAP Planning Group currently consists of the Director, IC Staff; the Chairman, STAP; the NIO for Science and Technology; and the Chairmen, Scientific and Technical Intelligence Committee (STIC) and the Weapon and Space Systems Intelligence Committee (WSSIC). The Planning Group meets several times in the three-month interval between each formal STAP plenary session. On a number of occasions the Planning Group has experienced a need for senior-level S&T representation from DIA and NSA. Such representation would enhance the deliberation of significant S&T issues and would facilitate STAP interaction with key S&T offices in these agencies.
