At this juncture in the history of STAP, I believe it is worthwhile to pause and make plans for a future which is even more productive in the Panel's service to you and the Intelligence Community. I believe that the original concept of STAP is sound and that the Panel can continue to be of significant value to you. There are, nevertheless, changes which in my opinion could improve its operation. I have discussed these proposed changes with the other members of STAP and I can report that all are in favor. 2. The suggested modifications are as follows: -- At an early date increase to ten the number of members of the Panel. -- In filling vacancies, emphasis should be placed on adding some relatively young scientists. - The activities of STAP should be confined largely to: a) those which you or the DDCI request; b) those which are requested by other senior members of the Intelligence Community, accepted by STAP, and approved by you; and c) those which are suggested by STAP and approved by you. -- In the above cases, there should be a document, possibly with a terms of reference, signed by you as a charter for any study. -- Small working groups should be continued as the modus operandi for preparing studies which would receive approval by the membership of STAP prior to submission to you. I recommend, however, that certain appropriate specialists who are not members of STAP but have the required security clearances serve as members of the working group on an ad hoc basis. Consistent with proper security, STAP reports should be distributed as widely within the Intelligence Community as appropriate. $230 Approved For Release 2008/08/15 : CIA-RDP86M00886R000400100003-7 -- Minutes of the highlights of presentations to STAP and the STAP responses should be prepared and distributed widely soon after each meeting, again consistent with security. -- The Chairman of STAP should receive a written appointment from you to serve in that position for a period not to exceed three years. -- Members should be expected to resign after a four year period, unless you specifically request that they continue. 3. I look forward to your comments on the above recommendations and stand ready to work with you to make the operation of the Panel ever more effective. William J.
