.Ambassador Kirkpatrick called March 11 p.m. to convey the
following views concerning the possibility of US action to
restrict/control the travel of hostile nationals in the UN
Secretariat. (She said these views were developed in a
discussion earlier the same day with Ambassador Lichenstein.)
the UN Secretary General/Secretariat with any statements of
general principle or policies of general applicability, i.e.,
applying to the nationals of all hostile nationals employed
by the Secretariat.
-- Ambassador Kirkpatrick would propose to have a conversation
with the Secretary General to advise him of our serious and
continuing security concerns which stem from the presence and
activities of hostile foreign nationals in the UN Secretariat.
With these concerns in mind, she would adverse the
Secretary General, the US must reserve the right to restrict/
control the travel of hostile foreign nationals employed by
the Secretariat.
-- Ambassador Kirkpatrick might well have further comments/
recommendations following this conversation with the Secretary
General; a conversation she would want to conduct personally.
There would, however, be no statement in advance that.
it is US policy to restrict/control the travel of nationals
from a given set of countries or even all nationals of a
particular country.
-- Rather, the US would decide on a case-by-case basis
(taking into account all available intelligence as well as
general UN and foreign policy concerns) whether/how to
control travel by hostile nationals employed in the Secretariat.
