It was the consensus of the NFIB, however, that the Estimates considered

Mr. Gates said that, if the people working on Estimates believe they
are working harder, they are correct. Three and one-half times more
Estimates have been produced in the past three and one-half years than in
the previous comparable period. The DCI observed that the higher work
load also reflects the fact that more is happening.
