SUBJECT: Export Administration Review Board (EARB) Meeting,
June 12
I will hold a meeting of the EARB in my office on Tuesday, June 12
at 10:00 a.m. There are three specific licensing cases which
require Board decision.
These cases involve implementation of our export control policy
toward Eastern Europe, especially Romania, as decided by the
President in National Security Decision Document 54.
The three are:
1. Romanian Landsat Cases:
There are three International Imaging Systems, Inc. (I2S)
cases (559661, 638406 and 638457) pending which make up the
"Romanian Landsat Case." A decision is needed -- one case
is close to three years old, while the others have been in
processing for a year and a half. The intelligence
community has recently completed a major study on these
cases.
2. ROM - CDC Cases:
The Control Data Corporation has three licenses pending for
the export of spare parts and some technology (676664,
676665, and 676666) for export to Romania to-support a
ROM-CDC joint venture to assemble disc drives for
installation on Soviet Bloc computers. The licenses would
upgrade earlier licenses to permit the assembly of 200
megabyte disc drives from the current allowable level of 60
megabyte. These cases remain undecided after more than one
year.

3. Austrian Airline Case:
The third issue is a license for reexport (645988), from
Austria of a used IBM computer central processing unit for
installation in Hungary on a RYAD computer of Soviet Bloc
manufacture. The case has been pending a decision for
about a year and a half.
A paper on each of these cases will follow shortly.
