Deaver Deputy Chief of Staff and Assistant to the President The White House SUBJECT: Possible Participation by the President in Groundbreaking Ceremony for New CIA Building 1. This is a follow-up to our telephone conversation of 23 March. 2. CIA is about to begin construction of a new 190 million dollar, 1.1 million square foot addition to its existing headquarters building. The new structure will enable the Agency to consolidate most of its Washington components at Langley, thus increasing efficiency and ultimately generating considerable cost savings. 3. In 1959 President Eisenhower participated in a ceremony inaugurating the initial phase of the construction of the current headquarters building. Since President Reagan has strongly supported the rebuilding of the Agency, I believe it would be especially fitting if he could participate in the groundbreaking ceremony for the new addition. The President's presence would be warmly welcomed and appreciated by Agency employees who recognize the contribution he has made to the intelligence rebuilding process. 4. The period 14-31 May provides a window between Presidential trips abroad and other key officials will be in town. We would like to set the ceremony for the first date after May 13 that would fit into the President's schedule. It will be a brief ceremony but the President's appearance would have great symbolic value. u~- William J. Action Requested: Telephone Mike Deaver to request that a visit to CIA be placed on President Reagan's calendar. 2. Background: The best time for a groundbreaking ceremony is as soon as possible after 10 May, when all principals will be in town. All planning must start with the President's availability, so it becomes crucial to nail down a day and time. Deaver is the person who decides whether and when to do it and, we believe, you are the person to ask Deaver. 3. Recommended Action: Telephone Mike Deaver (456-6475 as soon as possible.
