SUBJECT: Out-Year PdFIP Funding
At breakfast with the Secretary of Defense on 2 hlarch I raised the
problem about out-year funding. I noted for the Secretary that this
might.coc~e up during his budget hearings as it did mine. I said my
response was that historically the wedge for intelligence in the FYDP
never i ncl uded enough for intelligence but the Secretary al s;~ays n~~~ie
ttie difference a~~ailable.~ His response was that Fie believes
intelligence is essential and he will make su.r-e defense satisfies our
honest needs. I told him I quoted him as feeling that "intelligence
is a force multiplier." He said he-liked that and would adopt it.
