TOD, in concept, is an output or objective oriented progra
structure of all major progran=a in the ITS Intelligence effort. It of-eke a

TOD has two primary purposes. First is to provide intelligence
decision makers at the highest level an explicit view of the distribution f

U. General Subject Area
It is suggested that the basic and continuing evaluation by the
proposed Rand contract be focused upon the design of the various cctlattt~ns-
The evaluation emphasis should be upon methodological, structiira# aM
epistemological coruiderations as opposed to the substance and act-trace
of resource inputs. In the sssn a context it I. felt that Rand should also
examine ways and means for tr tproving upon the machine program 'being
developed for TOD.
TOD is a development. program. It I. envisioned that a sutres-l
display of the total five-year program cctnctde with the planning, -.3rogrr
-xing and budgeting cycle, with production on an annual or semf..-arr :sal
basis. TOD development will take several years to complete. A st rr.1
this to be the likely case, the Rand evaluation project should b+?? pla-ne(i
to extend through successful completion of the development progra a
possibly through the first cycle of a complete five-year progra at rurett -c.
Naturally, the Rand effort will be evaluated periodically based upvr. uro ect
programs reporting, project *arming and project needs.
