This memorandum carne to my attention after our dis*:u of the Community program data. As you are now responsible f keeping the BOB informed concerning those USIB decisions that rinav- resource Implications. so that they will be satisfied that the UStB has given and continues to give serious consideration to questions affecting resource management, certain features of the present programming systerd within the Community are no longer of sir:iply academic interest. Z. At the present time only the BOB and your staff have T he opportunity to look at both the DOD and the CIA programs in great detail and to participate in the development of these programs. Th.! BOB, therefore, is well aware of where the "big money" is, iri programs. The important point is that USIB's opportunity to cos and have an effect upon resource matters varies greatly when you at the entire package of money and manpower involved in the 1P. CCP, NRO and CIA programs. I propose that one important feature of our next Cornrn=in$4 Resource Review be an effort to identity each of the activities is the' terms: a. Those > which the US,IB should accept manager-!al responsibility and on which it now has adequate opportunity to puss judgment before actions affecting resources are tai on. b. Those for which USIB should accept managerial responsibility but does not now have adequate informations r.,=3r an opportunity to pass judgment before actions affecting re.-:our:: are taken. c. The results :1roo-n the action proposed above should enab e us to put a fence around those activities that make up the real Intelligence Community and thereby enable us to identify the more y and manpower that is a valid charge against the U. This whole problem is a rather delicate one for General Carroll because I have the feeling that he does not always have opportunity to pass judgment on resource actions that are taken within the CIP area, either by '`higher authority" or within the Service Departments as a "below threshhold" action. 8. This year I intend to be particularly alert during the CIP review for any proposals that are justified in whole or in significant part by pegging them to some purported action by USIB and Cher, by imply its "'endorsement" of the proposal. Quite often in these r==vii:-q the sponsors of proposals will wave the PNIO's around like they wer blank checks. 9. As this was being typed, I received word from IiLA that thf CIP review will be compressed into the eight working days durir the period 6 to 15 June. It is obvious that neither the USIB nor tie DCI can take much real action on resources during such a cocaperess review unless they have had the time and the opportunity tc do a great amount of honor ork prior to and during the formulation at the programs.
