1. I attended a meeting inl loffice on 12 December 1983 STAT
regarding the current status of planning efforts for the CIRS/CIRC imple-
mentation. Attendees at the meeting included:

2. The agenda for the meeting is attached. I noted to the group that it
was important to understand where we are with this effort in order to help
develop DCI guidance by mid-January 1984 and as input to the annual update to
the CIRS plan.
3. There was a great deal of general, open, and frank discussion about
the status of the effort. The following points were made during the
discussions:

4. There was general agreement among all attendees that the April 1986
implementation date for CIRS/CIRC was the current best estimate and that these
problems need to be solved in order to meet that date.
