MEMORANDUM FOR: Deputy Assistant to the President
for National Security Affairs
SUBJECT: National Space Strategy
1. Attached is a marked up copy of the draft National Space Strategy that
shows recommended changes which were not appropriate for discussion at the
IG(Space) meeting. The changes to the text are substantive and are
predominantly in the national security section. With the possible exception
of our proposed new implementation paragraph on technology transfer, we do not
believe that they would be the subject of controversy.
2. We recommend that the drafting group be reconvened to accommodate
these changes and any changes desired by other agencies, in accordance with
the decisions that we will reach in today's IG(Space) meeting. I also
recommend that the final draft be sent to the SIG(Space) members for their
formal comments and a SIG(Space) meeting be convened, if needed.
