1984. The first order of business was the adminis ra ive ruing given by
STAT on the various rules and regulations governing our
STAT vise ex Chairman IHC, requested all members to "get
involved" in a iscussions w ich will take place because that is the only
way to identify and resolve all issues of interest to the IHC as a whole.
With that said, he had each member introduce themselves and identify the
organization which they represented. He also advised that he is an ex offico
member of the STIC and would endeavor to keep current with their activities.
STAT The vice chairman of the IHC, next gave a brief
history of the formation, accompl~s ments an direction of the IHC. The
attachment Exhibit 1 viewgraphs depict the essence of the most recent IHC
past and explains where, when, how and why the IHC is pursuing the subjects it
is addressing; i,e., encouraging the development of the Community Information
Retrieval System (CIRS). The CIRS plan is designed to eventually enable
analysts to execute one query to access several discrete files of
participating agencies to receive all-source information relevant to the
query. The IHC is addressing the various areas where problems exist in order .
to resolve those problems and permit the development of CIRS.
Ambassador Heyward Isham, Chairman of the HUMINT Committee, presented an
overview of the joint STIC/HUMINT report recently published. He advised that,
in general, the use of open source material is the key to foreign service
work. He identified the main problem as that of separating the useful from
the nonuseful data. He highlighted the DCI recommendations of the report,
copies of which had been sent to the NFIB principals.
Dr. Ruth Davis briefed on the need to upgrade security of existing
operational IC systems. She focused on the prioritization of target systems,
perceived threats, vulnerabilities, formal safeguards, and resources. She
identified the three areas of greatest vulnerabilities:
(1) access/authentication;
(2) audit/accountability and;
(3) labeling.
She also addressed what actions could be taken to reduce the security
threats. She concluded that a need exists to establish standard IC security
safeguards and to require the IC to adhere to the standards.

(ICS/IHC) gave an update on the CIRS effort. He
iden i ie a progress made to date and the various issues which needed to be
resolved to continue on with the plan. One of the most critical issues
involved security. He also gave a progress report of the CIRS Security Group.
(NSA) briefed on NSA's WINDMILL/SOLIS efforts relative
to CIRS. He also advised that NSA had a requirement to produce electrical
precis or summaries for all NSA hardcopy SIGINT products. (This is consistent
with a proposal currently being staffed within the IHC's Formats Standards
Subcommittee).
(ICS/IHC) briefed on the FSS proposal to produce
electrical precis. of hardcopy documents across the intelligence community.
Initial reaction by IHC appears to be positive, although concerns were.
expressed about classification of references and their dissemination.
(NSA), Chairman of the Data Standards
Pane ave a rie in on a nee for stronger adherence to data standards
within ~he IC to facilitate the timely exchange of intelligence among IC
members. One of the main topics included standards for security
classifications, to include special control and handling markings. The impact
of the lack of such standards, especially in automated systems, was especially
evident. The need for more resources to support DSP activities was amply
demonstrated.
(UChm/IHC) reported on the just completed
telecommunica ions s u y. He advised on the status of the effort, in view of
personnel staff changes which had recently occurred. He indicated a need for
follow-up action to expand the scope to include the Pacific theater, as
resources become available.
The Chairman discussed several procedural and administrative matters on
the operation of the IHC. He requested more input from members as to the
course and speed with which the IHC conducts business. He proposed, also, the
formation of two new subcommittees (see below) to foster better exchange of
intelligence data and promote the use of technology in information handling
activities.
The first subcommittee, the TECHSU6, would survey and determine the status
of technologies which have application to all aspects of data processing and
information handling. It would identify those which are mature enough for
application and those which, if provided the proper catalyst, would offer the
highest potential payoff of the Intelligence Community. Areas of interest
would include technologies applicable to mass storage and retrieval, networks,
telecommunications, computer security, processing, etc. The chairman advised
that the concept of the formation of the TECHSU6 has been discussed with the
D/ICS and has been enthusiastically endorsed by him.

The second new committee, the TSD, would review plans for systems and
projects which provide processed data from technical collectors to substantive
analysts. The TDS would coordinate closely with SIGINT and COMIREX Committees
to ensure no duplication of effort. It would advise on means for efficiently
distributing processed data and review plans for formatting processed data to
satisfy analysts' needs. It would keep the IHC abreast of planned changes to
processing which would affect the entire information handling process. The
charters for both subcommittees are being developed.
