SUBJECT: Second Draft-of a Development Plan for Establishing DODIIS-COINS Interoperability with Support to CIRS 1. We have reviewed the subject Draft Plan. In general it has addressed the comments made on the first draft and appears to provide a good base for tracking the large number of tasks which must be accomplished by numerous parties in order to accomplish the desired objectives. 2. There are a few minor points which may require correction, some having to do with previously anticipated dates which have already apparently slipped. Those which we have noted are pointed out in the Attachment. The fact that some dates have already slipped points up the need to periodically review and update the plan and institute action, as required, to adjust to changes in expected schedules of implementation. We suggest that a regular quarterly meeting with JOIN be scheduled for this purpose. 3. The major indeterminate factor which is inherent in the plan is the question of internet logging and security functions and the functionality required on the part of the internet gateways. This is pointed out in the last paragraph of 4.1 on p. 12. On p. 62, Para. 10.4 (23) a task for implementation of Security and Logging is described under the joint responsibility of COINS PMO and DIA to be undertaken from 1 March 1984 to 1 December 1985. I think it highly desirable that this effort be further defined and work commenced as soon as possible, if this has not already been done. Please advise us as to the status of this task. As I stated in my review on JOIN of 10 April, we are anticipating that JOIN will work closely with the CIRS Security working group in defining and implementing the security-related policies and procedures to be adopted and implemented in an internetwork environment between COINS and DODIIS. 4. We will appreciate being furnished.with copies of all other comments received. Upon receipt of the comments I assume that a final revision will be made and that the plan will then be controlled and revised, as necessary, by JOIN. Please let me know when you plan to hold the next JOIN meeting. While figures 9, 10, and 11 correctly depict the basic connectivity of systems contemplated by CIRS, they could be somewhat misleading to those not familiar with the details of the CIRS Plan as they seem to imply that user access to CIRS data bases will be. solely through terminals attached to either a COINS TAS or a DODIIS'TAC. (Doesn't DODIIS generally refer to this device as a TSM?) Suggest adding to each network diagram a symbol for a generic host with users accessing the system through terminals attached to these hosts as well as through the data base hosts. 2. On pp. 25 adn 26, some of'the dates for the FTD work have slipped. I assume AFIS will supply the correct status. Also the initial studies were done by INCO, not IBM. 3. The language on pp. 39 and 44 implies that the TIPS/RYE system will possibly remain in operation during the course of the implementation of this plan. Suggest rewording to reflect the planned removal of this system and the problem of interfacing with its replacement. 4. On p. 46 it is stated that COINS will employ a central access control system. Suggest that this be reworded to include the presently proposed alternative COINS security architecture.- 5. On p. 43 reference is made to a COINS microprocessor based interface to be installed at all hosts "by December 1983." If this was not done, I suggest rewriting to conform to present plans.
