Al Santoro CINCPAC J-21 25X1 F ROh1: Executive Secretary Intelligence Information Handling Committee SUBJECT: Intelligence Community Video Gisc Draft Standards and DMA RFP for Video Disc Production 1. During the recent DODIIS Managers Conference, we discussed the video disc mapping activities in which the IHC was involved. Accordingly, I am transmitting a copy of the latest version of the draft guidelines and standards being prepared by a working group of the IHC Subcommittee on. Geographic Information Systems. I am also attaching a copy of the portions of the Defense Mapping Agency's (DMA) request for proposal (RFP) which specifies the areas of the world on which video disc-based 1 be produced and a general idea of the types of maps to be included. 2. As you will note from the standards, the specifics of the control software will be finally detailed by the contractor when the contract is let. Two bids are now being evaluated and we expect a contract to be let shortly. Video discs should begin rolling off the production line early in 1985. In addition, the COINS PMO is in the process of letting a contract on behalf of NSA for the production of discs covering major portions of the USSR. We are informed that these discs will include all available maps of the USSR at a scale of 1/250,000 and WAC charts of about 30 selected strategic areas. They will be .produced to the same standards as the DMA discs. Production of this series will also begin early next year. The following information will give you an idea as to the types of capabilities which are being pursued. Control software to the video disc-based maps is being designed so that computer generated graphics and symbols can be automatically overlaid on displayed video images (based on geo-coordinates). Hardcopy prints of the computer generated displays can be produced by adding a printer to the hardware configuration. It is also possible to add maps, photos, and other graphics to the data base on an ad hoc basis by adding a stand-mounted video camera and video disc recorder/player to the configuration. Other possibilities could have discs produced which would include imagery references tt-~at paralleled the map discs. With easily written control software, this would allow an operator to switch back and forth between maps, imagery, and other graphics related to the same geographic area. 4.
