SPECIAL SECURITY POLICY AND CLEARANCE CENTER
STATEMENT OF FUNCTIONS
In accord with agreement between the Secretary of Defense and
the Director of Central Intelligence, the Director of Security, CIA has
established a "Special Security Policy and Clearance Center" that will
be responsible for establishing security policy for major programs
conducted by CIA and other agencies participating in the. National Recon-
naissance Program. This will include the establishment of a uniform
system of security controls and other provisions for maximum protection
to intelligence sources and methods to be employed within the National
Reconnaissance Program structure on an intelligence community wide
basis. As an integral part of its function the Center will concern itself
with the security aspects of industrial development and procurement of
intelligence collecting systems, the operational utilization and/or deploy-
ment of such systems and the dissemination of collected intelligence
products. In addition, the Center will conduct necessary inspections on
a continual periodic basis to determine compliance with established
security policies.
As a separate function, the Center will also maintain master
indices of all persons approved for access to individual NRP projects
and resultant intelligence products and will process clearance actions,
conduct security briefings and debriefings within CIA and portions of
the intelligence community and will supervise the establishment of and
oversee the control centers for the entire community under three (3)
separate control programs, i. e. operational access, product access
and Special Intelligence.
