1. Action Requested: Signature on the attached letters to ten
university presidents inviting them to the Agency for a day of discussions
and briefings on 15 February 1979.
2. Background: The letters are similar to those you have sent to
the university presidents invited to the previous three meetings of this
kind. The following are addressed:

were unable to accept your previous invitations, have already agreed to
attend the 15 February 1979 gathering. They are:
