I have read the paper you enclosed. It does, indeed, set forth very clearly the critique of U. S. policy you offered in our discussion on 2 August. I am passing it to our analysts concerned with Central America. Meantime, we are all watching the developments in Nicaragua attentively and hoping for the best. Let me add an expression of my personal appreciation for your contribution to our discussion. My knowledge and understanding of Latin America is decidedly limited as my regional expertise when (and if) I had such was focused upon Europe and the Mediterranean. But to the extent that I have followed events in Latin America my perspective is very similar to yours. I fear it is unrealistic to expect the U. S. Government to discount stability in that part of the world as much as you (and I in my private capacity) might like it to, but your case for the alternatives was salutary and I am sure it was not lost on our analysts.
