MEMORANDUM FOR: Consultative Group Representatives
SUBJECT : Meeting of USC/FAR Subcommittee, 7 May 1975
1. The USC/FAR Subcommittee, of which I am a member, met
on 7 May to discuss a State Department Secretary Kissinger-
generated proposal for a sizeable program of basic research in
key foreign areas. Kissinger's intent is1to break away from the
contracting research for specific papers,aii'spread money around
to generate new ideas and concepts about foreign policy in the
years to come.
2'. The USC/FAR representatives did not respond by offering
to cooperate, and there were various reasons for this.
3. There was some conversation that the consultative groups
can be used more effectively to eliminate duplication of effort
and concentrate efforts on more topics. Accordingly, some of
you may find yourselves attending meetings called for this purpose.
If so, you should bear the following in mind:
a. Ever since the Katzenbach report of the late
Johnson Administration, the Agency has followed a policy
of not contracting directly with universities and colleges
to do work in the social science research field. There
is no change in this policy.
b. The Agency does contract with individual professors
but on the condition that the administration of their college
or university is aware of the relationship. This is to avoid
any hint of clandestinity.
c. The Agency does contract with universities and
colleges in the non-social science research field; for
example, ORD of DDS&T lets some contracts.
d. The Agency does, of course, contract directly
with non-academic-research institutions, think tanks, and
the like to work in the social science field.

4. If there is any upsurge in activity in the consultative
groups, I would appreciate a brief note from any of you telling
me what is going on.
