1. We have fairly active contact with
State. All of it is close and cooperative. No
significant problems. at all. With one exception,
these relationships are informal.

external research; Ray Cline is the chairman, I
am the CIA representative. In addition to the
plenary, there are functional and geographic sua-
groups; various individuals in ONE, OCI, and OE'',
sit in these and report informally to me. 1",1e
total load. of FAR on CIA and SRS is not great.
FAR is a fairly ponderous mechanism, but flay Cline
has been able to improve upon this, and to gain
added authority from Kissinger to dicipline this
external research business. The FAR is cerform-
ing a good service. in examining more carefully
now external research may be able to contri'.bute,
both through existing and new research met; dolo-
gi rs . The Agency is not a "r. ember, " on I y an
"OJserver. --lis in effect gives me thtey option
of ceciding how fully CI ; wishes to be committed
on any particular point; Ray Cline and his external
research p aoplc recognize t1h1_'s and have been fully
cooperative.

touch on a regular basis with Deputy Assistant
Secretary : rthur Hummel, Al Jenkins, and other
China officers. These contacts give m e an oppor-
tunity to learn hat kinds of SRS studios knight be
most relevant to senior State operating offices.
