Declassified in Part - Sanitized Copy Approved for Release 2013/07/30: CIA-RDP86B00985R000100160004-0 MEMORANDUM FOR: 27 July 1973 SUBJECT : USC/FAR Meeting, 25 July 1973 The following are the major items concerning yesterday's plenary meeting: 1. The Third USC/FAR Consolidated Research Plan (CRP) for FY-1974-1975 was approved, in draft, by the attending representatives of Member and Ob- server Agencies (see attached list). This means that the external research plans of the participating Member Agencies, for the next two years, have been surveyed, the results collated, and the area and functional emphasis of these plans, clearly defined. USC/FAR Executive Secretary, E. Raymond Platig, noted that this year, CIA became the first (and only) Ob- server Agency to make a contribution to the CRP. However, since CIA's contribution is classified (confidential), it cannot be included in the forth- coming publication of the Third CRP. He said he hoped that next year, CIA might find it possible to submit external research data in an unclassified sub- mission, for publication in the Fourth CRP. (He mentioned phone conversations with you regarding this.) 2. To assess the state of external research on countries in the Near East and South Asia. (TheiX, is concern over the fact that USC/FAR Member Agencies now plan to spend less than half of the amount for external research that was indicated in the Second CRP (FY-7304). The USC/FAR Consultative Group on Near East and South Asia will examine.) b. To look at emerging international societies (multinational public and private institutions), as well as areas of interdependence among nations and various transnational phenomena. (TheOLis interest in examining the less strategic, but increasing pre- valent international relationships: tourism, multi- national corporations, ecological associations, etc. The International Political-Social Relations Consul- tative Group.) c. Assist ACDA in assessing priority research needs in the field of arms control. (ACDA has had serious budgetary cuts, and it is felt that USC/FAR might alleviate this by providing inter-agency con- currence to ACDA proposals for funding.) 3. Other matters: a. The DOD representative stressed that nota- tion should be made in the Third Plan that figures provided for FY-75 are not to be considered firm, but only projected. All agreed that the current rather chilly fiscal climate made this advisable. b. Mr. Cline encouraged -- and DOD endorsed other Observer Agencies to make known, as fully as possible, their Agencies' external research plans in the future. The SEW Representative stressed the possible valliae of surveying the USC/FAR Member and Observer Agencies regarding the utility of external research products: are they used; why or why not, etc? Mr. Cline ---not very enthusiastic -- said that the HEW Represen- tative could consider and develop a specific proposal for this, if he so desired. d. Mr. Cline also mentioned that significant 6rt-asnaTe?ierinE-6t2ADP assistance and adVice was being pro- vided to ilIKUSC/FAR Current Inventory of Government Sponsored E ternal Research. Hopefully, this assist- ance should make this a moretuseable and efficient Reference Aid in the future. e. Mr. Cline distributed copies of the attached "Memorandum for the Chairman, USC" and "Foreward." Any comments should be phoned to Mr. Platig by COB Friday, 27 July.
