Attached is a draft memo from me as
Chairman, ECS concerning those items on
which unilateral action can be taken.
DDA, and particularly, OP instructions
on which Agency-wide guidance is
required will also be implemented.
As ExDir, to attempt to ensure that the
right hand knows what the left is
doing, I've sent to D/OP a copy of the
attached and the DDS&T and DDA responses
to your request for an action report
within two weeks. I have not yet seen
the DDI or DDO responses but they too
should/will be seen by D/OP.
