1. (C) When the NFIB approved NIE 11-3/8-82 on 15 February, I
noted the comments by LtGen Faurer and Mr Gates concerning the
resources used in producing the estimate. I asked my staff to
survey Air Force participants to gauge our resource investment in
2. (U) While this is a substantial commitment, I believe it is
worth it. In addition to the utility of the product to policy
makers and planners, the process of writing the document also has
distinct value. I know of no other national-level forum in which
all facets of Soviet strategic nuclear capability are so thoroughly
and systematically examined by some of the community's best ana-
lysts on an annual basis. The interagency dialogue fostered by
the 11-3/8 process benefits both the Air Force and the intelligence
community.
3. (C) The Air Force supports any methodology that improves the
production process. This estimate is considered very valuable to
the U.S. Air Force and we definitely support an annual publication
no later than January. Such a publication date would enhance the
utility of the NIE in the DoD planning and programming processes.
I urge you to consider ways to reach such a goal while providing
at least a two-week top-line coordination period prior to NFIB.
