The idea that contractors can completely makeup for expertise
missing in ODP is not valid. From the CAMS/SAFE/GIMs experience
ODP has found that the expertise is difficult to acquire at any
price. In addition, there are security issues involved in the use
of contractors.

The premise that the Agency communications grid is not satisfactory
needs further explanation. For a number of reasons it may be the
preferred approach.
5.A. Para 3.
The statement that major centers will continue to exist does not
correlate with the plans underway for a major ADP center in the new
building on the Agency compound.
B.1. Fig B.1.
The milestone for new terminal acquisition is unrealistic. A draft
RFP cannot be made ready by mid FY 1983. This milestone should be
moved at least to 1984.
A commercially produced and supported DBMS is currently under
consideration for SAFE and if selected will augment the ODP
currently supported ODP DBMS inventory.
There seems to be a lack of understanding of the present project
accounting system and its use. The Project Activity Report (PAR)
is distributed monthly by ODP to ADP Control Officers. It has been
used as the source for determining the cost of major ADP projects
supported by ODP. From 1978 thru 1980, these projects were
reviewed by the Executive Committee and approved at the requested
level of support. Requests for increases of ten percent or more
above the approval level were reviewed by the Comptroller.
The PAR has had a comprehensive schedule of services since its
inception ten years ago. Currently, there are prices for five
different priorities of batch services. The following support is
priced and listed separately in the report:

I.A. Para 1.
The use of the phrase "automation of the production of
intelligence" here and in many other places in the plan is
confusing. What about collection and processing of intelligence?
Do we mean to include the above under production? In many areas
these are considered unique and distinct from one another.
1.A. Para 3.
The first sentence was universally challenged. By any measure the
Agency is well advanced in the use of automation. Compared to the
rest of the Federal ADP activities and any large private
organization the Agency would have to be considered in the fore-
front in the breadth and scope of automation.
It is too early to say what direction SAFE will take beyond the
early capabilities phase.
II. A Para 2.
The use of commercial software does not guarantee
interoperability. Such software would have to be modified for the
necessary gateways.
It is not clear what is meant by "special purpose" machines or how
these could contribute or be reconciled with interoperability.
ODP has made studies (and still another is underway) on the need
for a scientific facility. Sufficient justification for such a
capability has never been found.
While ODP does not argue that true interoperability is desirable,
we suspect that achieving this goal among Agency administrative
systems will be extremely difficult in the Eighties. The reasons
are not only technical but involve complex management issues. An
earlier effort in the late Sixties (SIPs) proved to be too
ambitious. The technology has greatly advanced since SIPs but the
management issues remain. Existing programs for upgrades in the
strategic plan appear to be more realistic.

The requirements for a new resource pricing system have been
developed and are being reviewed by ODP Applications. The new
system--RAPS (Resource Accounting and Pricing System) is primarily
intended to replace the ten-year old PAR which is difficult to
maintain and runs inefficiently. However, some enhanced pricing
and reporting capabilities will be provided by RAPS.
