Per our phone call of 28 June 1984, this letter responds to
the Office of Management and Budget's (OMB) request for the
Central Intelligence Agency's (CIA) views on the Department of
Justice's (DOJ) comments on the Office of Personnel
Management's (OPM) revised bill to deny retirement benefits to
employees convicted of certain felonies. As I stated in our
earlier phone call of 15 June 1984, CIA objects to DOJ's view
that the Central Intelligence Agency Retirement and Disability
Service (CIARDS) should be included within the retirement
systems covered by this bill.
In lieu of a letter stating our opposition, CIA
representatives met with DOJ representatives on 27 June 1984 to
discuss a possible resolution to the differing views on CIARDS
coverage as well as other problems related to classified
information. Despite a broad discussion of the problems
inherent in the DOJ proposal, the parties were unable to
resolve this problem.
