SUBJECT: Proposed FBI Report on H.R. 4681,
the Brook's Polygraph Bill
1. Attached for your review and comment is a proposed FBI
report on H.R. 4681, the Brook's Polygraph Bill. The office of
Management and Budget (OMB) has requested the Agency's views on
this report.
2. In this report, the FBI makes several points that
require scrutiny. They state that the "polygraph can be abused
. . . if sanctions are imposed based solely on polygraph
results . . .." (See 1 3.) Further, the FBI believes its
national security responsibilities are, to a great extent,
indistinguishable from those of the CIA and NSA. (See ? 4.)
Finally, the FBI insinuates that the prohibition of a polygraph
program at certain agencies would detrimentally affect the flow
of national security information to those agencies. (See 1 4.)
3. Please review the FBI's report and provide me with your
comments by 30 August 1984 so that our office may respond to
OMB in a timely fashion.
