On 28 March 1984 a meeting was held in SH230 dealing with the "equivalence and reciprocity" on diplomatic represen- tation. The meeting was called by John Elliff, Senate Select Committee on Intelligence (SSCI) designee of Senator Huddleston, and Eric Newsom, SSCI designee of Senator Leahy. The Senators are going to propose legislative language on this subject to be added to the Intelligence Authorization Act, which will be marked up on 5 April by the Budget Subcommittee, since this is the last vehicle this session to which this proposal can be attached. Attendees at the meeting included Messrs. Sturges and Moran of the FBI; Mark Palmer, Deputy Assistant Secretary of State for East Europe, and others from the Department of State; of the Community Counter- intelligence Staff; and ief, DO/Counterintel- ligence Staff of CIA. 2. Copies of the proposed legislation were disseminated at the meeting. Elliff and Newsom explained why the Senators felt this legislation was necessary. Palmer said though State agrees with the objectives of the legislation he did take exception with the process being used which robs them of the opportunity to think the topic through and he resented the implication that nothing was being done in this area. He said he would be willing to brief the Senators individually and collectively but made the point he wanted all to hear State's position. Palmer made the point that just yesterday the President had made it clear that he felt very strongly that we should try to start a new relationship with the Soviets. This proposal is not a step in that direction. 3. Some of State's specific concerns by section were: (a) equal numbers since in some countries we have more personnel; (b) singling out the Soviet Union; (d) Palmer said he had not checked it with others but he thought the Director's position should be continued and the incumbent was doing a good job. 3. Sturges said he would like to see the issue raised and brought out in the open and he supported the described plan, but he understood that other agencies did have problems with the proposal. Personally he ht this legislation was a step in the right direction. commented that the DCI could support the proposal substantively and probably would not feel strongly one way or the other about having it in the Authoriza- tion Act in the absence of an Administration position. The issue for the DCI is whether there will be an Administration position. 4. The outcome of the meeting is that Elliff and Newsom would disseminate the draft to the Committee, indicating that other views were pending. State has been given a deadline of Monday to respond but other comments would be appreciated by Friday. It will be made clear to the Committee that at some point in the process State would be called to testify. 5. After the meeting, said he felt at this point it was more a legislative and foreign policy issue.
