it is my understanding that the $ -'SOteign Relations

Authorisation Bill on Thursday. June 11. would like to take
this cpportunity to share with you t sea why the

the amendment purports to support. w ich i that the number t
official representatives of foreign is that engage in

number of official representatives a the sited States in
those foreign countries. We cannot gre?. however. with th
provision of the amendment that sets limits in statute on t e
number of official representatives it certain foreign
governments. By formally establish a tutory limit, i is,
our view that the Leahy-KSddleston t would I
unnecessarily infringe upon the Pre ident ? constitutional
authority for the conduct of foreign afta re.
in addition, there are a number of practical considecat coal
which have led me to the conclusioulthat a Leahy-Huddlest
