This letter is in response to the request of the Office of
Management and Budget for the views of the Central Intelligence
Agency (CIA) on Enrolled Bill H.R. 5155. The CIA recommends
Presidential approval of this legislation.
H.R. 5155 seeks to involve the private sector in a phased
commercialization of our land remote sensing capabilities,
while at the same time ensuring availability of data to the
Federal Government. We believe that, with the changes made by
the conference committee, this program of phased
commercialization can take place in a manner consistent with
the needs of national security.
