I have reviewed Title IV of the House Bill with the Office of Security. Overall, we believe that a direct grant of authority, vice a delegation from GSA, is preferable. The independent authority, may give rise to some minor problems with maintaining "cover" of buildings like which while not covert, are not widely acknowledged as CIA facilities. Security does not consider this a serious problem and believes that the benefits of an independent authority outweigh these concerns. 2. I suggest one change to section 401 at page 8: "except that such personnel shall perform such functions and exercise such powers only within facilities owned or leased by, or on behalf of, CIA" ...
