C. 20503 Dear Mr. Stockman: During, the past several years, we have become increasingly concerned regarding the level of services provided by the General Services Administration (GSA) and its impact on the Agency. Among the areas of particular concern has been GSA's inability to staff at adequate levels Federal Protection Officer (FPO) positions which are located at CIA facilities in the Metropolitan Washington area (some 35 percent understaffed during' the past two years). Another area of major concern stems from our increasing reliance on data processing in order to accomplish our mission. :he Agency's time-critical, seven-day, 24-hour operations demand a degree of reliability which exceeds that normally required by most other government entities. in light of these concerns, we have had a continuing dialogue with GSA in an effort to accomplish our mission. This dialogue has, most recently, culminated in a Memorandum of Agreement with GSA, a copy of which is forwarded herewith. This Agreement, in summary, provides for a delegation of responsi- bilities from GSA to CIA for protective security services at CIA facilities in. the Metropolitan Washington area. It also provides for the assumption by CIA of the maintenance and operation of the facilities located within the CIA Headquarters complex. As detailed in the enclosed Agreement, we intend to fill all 11 FPO designated positions with CIA staff employees, currently being recruited. With respect to the maintenance and operation of facilities located on the CIA Headquarters complex, we intend, to contract out for most of this func- tion. We will, however, require a positions (of the total 0 GSA main- tenance and operation positions) to administer the various contracts, over- see contract performance, and perform several unique functions associated with the CIA Headquarters building and associated facilities. Stockman We are presently working with GSA to orchestrate an orderly transfer of responsibilities in the two areas indicated. In order to begin implemen- taticn of the Agreement, we will need an increase in the Agency's currently authorized position ceiling-=to accommodate the staff being recruited to meet immediate requirements for protective services and, as noted above ,F] to accommodate the increased staff associated with Headquarters building operation and maintenance functions. There should be a corresponding reduc- tion in GSA's authorized position ceiling. The remaining Fe Protective Officer positi will be required over the next two years-in 1985 and the balance of in 1986--to complete the phased implementation of the agreed upon transfer in responsibility.
