SUBJECT: Senate Foreign Relations Committee Briefing
on El Salvador
1. The Senate Foreign Relations Committee was briefed
on El Salvador on 20 March 1984 at 0930 in Room S-116 The
Capitol. A transcript was taken. The briefing was at
Codeword level. DIA provided security and transcript
escort.

SUBJECT: Appearance Before Senate Foreign Relations
Committee
1. On 20 March I was the CIA participant in joint CIA/DIA
testimony to the Senate Foreign Relations Committee on the
current military situation in El Salvador as seen from the
perspective of the Intelligence Community. I was accompanied by
Office of Legislative Liaison. Senator Boschwitz was
in the chair, with Senators Tsongas, Kassebaum, and Pell also
present. Senator Helms arrived at the conclusion of the
testimony.
2. I addressed the questions of guerrilla strength and
capabilities as well as external arms resupply to the insurgents.
of DIA spoke of the capabilities of the
Salvadoran armed forces and gave a wrap-up overview of the
current military situation in the country.
3. The session was amicable. Senators Tsongas and
Boschwitz both had questions concerning the resupply of the
guerrillas from outside sources and the morale and fighting
effectiveness of both sides. Senator Boschwitz also had some
questions concerning the Intelligence Community's current
estimate of 9,000-11,000 armed guerrilla combatants.
4. Senator Pell asked if the Intelligence Community would
provide figures on the amount of equipment received by the
Salvadorans from the US (in tons) compared with that received by
the insurgents from their donors. It was explained to
Senator Pell that while such figures could be provided on US
assistance, it would be virtually impossible to compute such

figures for the guerrillas due to the paucity of information
available to us. Senator Pell nevertheless persisted with his
request, and DIA agreed to undertake to Arovi.de_'such._ralculations
