SUBJECT: Declassification of Testimony Regarding Leaks
1. As you are aware, I have been working for sometime on
declassifying a transcript of testimony given by the Agency and
NSA before the Subcommittee on Civil Service of the House Post
Office and Civil Service Committee on 7 February 1984. The
purpose of this testimony was to illustrate to the Subcommittee
the damaging effects that leaks of classified intelligence
information have on our national security. The Staff Director
of that Subcommittee requested that we declassify the
testimony. A decision was made earlier to accommodate this
request because even a declassified version of this testimony
could prove useful in persuading the public of the harmful
effects of unauthorized disclosure of classified intelligence
information on our national security.
2. After coordinating with the DO, DS&T, OS, OGC, NSA and
John Stein, who was the CIA witness at the hearing, a
declassified transcript of the testimony was prepared and found
acceptable to the Staff Director. Attached for your
information is a transcript of this declassified testimony. I
expect that transcript will be released to the public in the
near future.
