industrial plants and transportation arteries--as they -.:ore during
the last war--the diversion of military manpower to ::hat is essen-
tially guard-duty tasks would be enormous. Some feu facilities,
bottleneck plants and focal points, are of sufficient imp;rtanec to
justify a full military guard. But the great bulk of the task of
internal security, in so for as the guarding of industrial enter-
prises, transportation, and communication systems and. power plants
arc concerned, should be ra task for private industry, for civilian
volunteers, for local larr-enforcor:.ont agencies, for the National
Guard and Home Guard; the Army should not have to build a [seat
".provost-Marshal Corps." The Committee believes that responsibility
for internal security policies should be immediately focused 'in one
agency. A more thorough study of the subject than any yet mado must
be prosecuted, and interagency frictions must be ended.
The Committee wishes to comm:nt on one other point: the pro-
posed revisions of the Espionage Act. These revisions, now in the
Bureau of the Budget, should be thoroughly studied by each Govern-
ment agency--the Central Intolligoncc agency, for instance, might be
adversely affected. It is the Committee's opinion that, following,

this oxamiiirtion, an extremely ccxoful study by Congress, bc.r a~;co-
ciations, and civil liberties a6oncies should be made before the
revised bill is acted on by Congress. Somc of its sections, tr-::i.~uly
applied, might endanger fundamental liberties.

The Committee was happy to note from secret testimony that ia:ipor-
tent stops in this field rc;cantly have been instituted by GoV.:rnmc-nt.
Those stops, horiover, v:cro belated, and seem to the Committee to be
only the beginnings of ::het should be developed by progressive and
energetic action into a vrcll-ordered and sizeable program. The Can-
mitten is certain that this subject should receive, the quit but
continuous scrutiny of the National Security Council t.J th.: Sc:cro-
terry of State. The battle for the minds of men is clearly an impor-
tant part of the cold ;ear.
